Help please with removing shower riser/rail.

Hello, does anyone know how this shower riser/rail can be removed from the wall? It looks like there are removable plates on the top and bottom brackets but they do not want to move and I am reluctant to force them.  Thank you

The removable plates are probably stuck with a build up of scale etc so you may need to use considerable force.

Try a small screwdriver as a lever in the gaps.

Are you replacing it?  If yes, then it doesn't really matter if you damage it.

Protect the shower tray and block the drain so you don't get bits of it blocking the drains.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".

The covers on the top and bottom will come off with some encouragement, use as wide a tool as will fit to lever it up.  A few gentle knocks might help.
