Yes, I think being paid for their time in diagnosing the fault is perfectly reasonable.

I don't often take my car to a garage but the ones I would take my car to wouldn't charge. Giving quotes is just part of running a business. I have had jobs done and been told it's free. If it only takes a few minutes they won't charge. If they were going to charge they would ask you first.0

I think there is a difference between give a quote to change x and diagnose the problem and give us a quote.
The garage is not a free diagnostics service to then go to the local motor factors and fit the item themselves.1 -

At a non-dealer, more likely 45min at £60/hr, unless it's somewhere with very cheap labour rates, then it may be an hour.0
