I do think I have a strong case. I now have a letter from my mechanic stating I contacted them on that day for assistance, and eBay receipts for parts I had to buy to fix the issues.

Short update: I emailed Andy Burnham and Lucy Powell, the MP for the city centre. Lucy is more than happy to get involved and try to take action, but Andy Burnham isn't interested. I got the following response:
"Thank you for your email of the 28th January, with information regarding charges from a PNC, for the attention of the GM Mayor.We are sorry to read of the anxiety the issuing of this notice has caused you. Unfortunately I have to feedback to you that neither The Mayor's Office nor the Greater Manchester Combined Authority would be able to comment/ intervene in the dispute you have brought to our attention, which is a private matter between yourself and UKCPS. To find out further details about the Mayor's role please see the following link: The Mayor - Greater Manchester Combined Authority (greatermanchester-ca.gov.uk)Please note that the GM Mayor's role is to broadly spearhead strategic direction for the Greater Manchester City Region in aspects such as Police, Fire, Housing and Transport vision. You may wish to contact UKCPS to discuss your complaint via their appeals process Appeals | UKCPS additionally, the Citizens Advice Bureau may be able to advise you on this issue, their contact details can be found on their website: Citizens AdviceWe are sorry that we have been unable to assist you further with your enquiry."
So, less than helpful. Lucy has mentioned she gets loads of complaints about UKCPS, she said they never back down but she's more than happy to act on my behalf. I've sent her all the relevant documents and I'm awaiting a reply.1 -

I've got another update. I've received the following response from a caseworker working on behalf of Lucy Powell:
"Thanks for getting back to me. Lucy has written to the CEO of UKCPS, Colin Oxley and will get back in touch as soon as she receives a reply.If you have any bother from the enforcement officers in the meantime, show them the correspondence with Lucy proving she is liaising with UKCPS chief executive directly.Best wishes"
Honestly, I wasn't expecting her to take this much interest. Though I don't expect it will get my charge with UKCPS dropped, it certainly helps to know I have an MP on my side and that she's taking actions to combat this company!2 -

I think UKCPS will send a standard template telling her they are an upstanding IPC member and play by the rules, signs were up so there's nothing to see here and if the person had appealed to the IAS it would have been different (no, it wouldn't). Then they will add some spiel about supporting the new Code of Practice and sorry they can't cancel this particular PCN.

Just received the following from Lucy's caseworker:
"I am writing to let you know that UKPCS has been in touch to advise that your PCN has been cancelled and the enforcement company have been advised.If you have any further issues with this, please get back in touch.Best wishes"
Needless to say, I'm absolutely buzzing about this outcome. It seems they are not untouchable, and we have Lucy Powell on our side. Of course, she'll be getting my vote in the next election.3 -
