Obscured permit pcn

Morning all
Firstly, i promise i have taken the time to read the main threads giving all the info on this subject, but i couldn't see anything close to my first query mentioned hence my post..
I'm helping a friend out who has got themselves a pcn from TNC on behalf of P4Parking (Uk) Ltd at the Royal Arsenal complex in London which is now a load of private flats.
Visiting a friend, she was given a visitors permit by them in order to park, and hung it on her interior mirror as told by her friend..
The notice she has received has referenced the contravention as being an obscured permit.
Whilst not acknowledging that she is the driver, can the letter of appeal request proof of the fact it was apparently obscured ?
The ticket was issued at 2130 around Christmas, and the permit was still in place hanging from the mirror on her return to the car, so hadn't fallen or anything.
I'm gonna pop up to the site as part of my lockdown exercise in the next day or so to have a look at the signage, but just wondered if anyone has any pointers re the obscured element and the operators obligations to demonstrate it being obscured.

She should COMPLAIN (not appeal) via the managing agent or management company (her friend should know who it is) that she complied with the instructions of their predatory parking (management) company and still received a PCN. Demand (politely) that is is rescinded.2

If the PCN isn't cancelled, then an appeal must be made using the template in blue text from the NEWBIES. Do not miss the appeal deadline.
The resident being visited should be asked to check/provide a copy of their lease/AST to see what it says about parking, permits, visitors, parking scammers, paying parking scammers, and court.
What it doesn't say is just as important.
Forget what happened on the day. That comes later at the PoPLA stage.
