Neighbour ground floor bedroom window facing our property

I am planning to purchase a house in the next few days. I have mortgage ready now but need some advice. I applied for planning permission whilst waiting for mortgage application. Interestingly my side second floor extension over the garage is not approved as neighbour has ground floor bedroom and dinning room windows facing our garage. They had planning permission in 2005/2007 for extension and according to planning officer our neighbours had permission to install the windows facing our garage almost two or three feet from boundary. Although 45 degree rule is not followed whilst putting the windows on ground floor by our neighbours, the planning officer thinks my second floor extension over my garage will have significant impact on sunlight to their bedroom and dinning room. Dinning room also has double door opening to lounge which in turn is connected to conservatory. I just wonder I could challenge this with appeal to council or not and would be grateful if you somebody had similar experiences or expertise to share some knowledge on this.

    I'm confused.
    Neighbour had planning permission, and built a ground floor extension facing your garage. You wish to appeal against their PP and force them to remove the extension?
    Or you have an extension over your garage which was built without planning permission, and you have applied for retrspective permission which was refused so you wish to appeal?
    And you are now applying for another PP? For what?
    Either way,seems premature to buy a property which does not meet your needs and where PP is in doubt.

    You don't appeal to the Council, you appeal to the Planning Inspectorate and it will take the best part of six months so unlikely to be concluded before your prospective purchase if that is what you wanted.  You can presumably withdraw from the purchase assuming you have not exchanged contracts.

    Have you applied for planning permission on a property you own? Or have you approached the council about the property you hope to buy and get a mortgage on?

    Buy a different house.
