Refunds on click and collect

Hi,
I ordered several items from a homeware store by click and collect. When I collected the items they were loose in a bag and one item was damaged. I asked if there was an alternative as this was damaged and I was told no it's the last one. I was annoyed that they tried to sell me damaged goods, thankfully I noticed. I advised that I didnt want the whole package as they were all matching items and I needed all the be the same so would prefer to shop elsewhere for them.
My refund took a few days and they only refunded me for some items and not all, despite me never even taking the items away.
Now theyve offered to refund the rest but only by a store voucher? Surely they cant so that because I've never even taken the items away. I dont want a voucher as I bought the products elsewhere.
It's my money that they cant really keep right ? I'm frustrated.
