The form has contact info. Use it. They can authorise car mileage and parking in some places/circumstances. (Especially if you can demonstrate a time and/or cost saving to the Court). At present they may be more likely to (and town/city centre parking is probably not rammed as it might usually be making getting a space normally impossible near the Court.)

Hubby should attend - it's an interesting experience and his Civic Duty. I was only on one case and needed to attend three days out of the fortnight when I was (last) called.1
