1. Regarding PCN issued at Shell garage, I have managed to contact Shell via Twitter and they have taken PCN number and will pass on to correct department to investigate. Contacting organisations via Twitter always illicits quick response in my experience. The Date of Issue of PCN is 15/01/20. Although Shell are looking into this, I should still get my appeal in within the 28 days ?

2. Not got much more information regarding this. I will try and see if I can google to find out land owner. Location on PCN is stated as Wilson tower so will try and search for that. Will get my appeal in now. I've managed to get photos of signage outside in car park and no mention of an terms relating to parking as a visitor. Can I ask PPC for this information or not bother.

Yes, don't miss the PPC's 28-day deadline, or you don't get your POPLA code.

The only information you can request at this stage is via a SAR and that only relates to your own personal data and anything relating to your vehicle's VRM which they have used. You won't get anything related to T&Cs or any contract between them and the landowner. You might get the former as part of their POPLA evidence pack, but the latter won't come unless they take you to court, and even then very late in the process - think Christmas 2021.

1. Good news. Shell have contacted me via twitter and say f'fine' will be cancelled.
2. Trying to track down landowner for Wilson Tower via google but proving difficult.Maybe land registry website. Also I have asked person we visited to see if they can find out. They are renting so may have to speak to their landlord.

Managed to get landowner info from resident. Contacted landowner via twitter and got the email details for managing agents who I then contacted and within a day got an email reply to say that PCN will be cancelled. Still waiting for  confirmation from Euro Car Parks but really pleased to get both PCNs cancelled via Landowners. Thanks everyone for comments and guidance.

Well done. While waiting for written confirmation from ECP (which, by the way, they are not obliged to provide, so you may never get it), log into their website daily and check the currency of your PCN. If it shows to be favourable, screenshot it and retain for at least 6 years.
