As you dont know who the driver was then liability can not fall on me, and you will be aware that when the deficiencies in the NTK are pointed out , you the parking operator concede

I'm not hijacking this thread, just didn't know any other way of saying thank you to BrownTrout. We've recently received a non POFA letter and used these words in our appeal to CEL.  We've just received a letter confirming the PCN has been cancelled. Thank you so much!
