My tiler is leveling floor on old adhesive which he can't remove. Is this safe to do?

Loads of clearence for appliances .... let him do what he says. Im a floorlayer and wouldnt attempt to remove ceramics unless in the the same state, I prime & screed. If tiles were broken like yours I'd do the same as he's described.0
