OP - out of interest, where do you live? In Scotland, the Government has stopped all smart meter installations during Lockdown. I am also aware of one model of gas meter that is suffering from the problem that you have described which is waiting for a firmware update.
    I live in England.

I have been told by bulb I have a Landis & Gyr meter. They have repeatedly claimed vague things about firmware upgrades, but never commit to any specific date (sometimes claiming Ofgem won't let them fix or replace meters). Its very unclear from the self-contradictory information they give customers.
The claims are not that vague. My G470 meter stopped increasing in December 19 and started again in February 20; it worked normally until late October 20. The problem is related to firmware upgrades which appear to be affecting a small cohort of G470 meters.
if this is the problem what are my rights? I have a meter that does not work and no date scheduled when a firmware upgrade will be installed.

To all intents and purposes, the meter has not failed: the comms hub will still be transmitting meter readings to your supplier. You can make a fuss by raising a formal written complaint and the supplier may then agree to replace the meter; alternatively, you can sit tight and hope that the next manufacturer firmware update will resolve the problem and your supplier will not notice that your usage has changed.

I believe the OP said the reading that is being transmitted is not incrementing...

Based on my experience, I believe that it is just the indexing that has stalled. The meter will still be showing an index reading that will be transmitted to the DCC and which can be seen on the IHD. My gas meter was eventually changed after the IHD reported that my gas meter (GSME) had been disconnected. It wasn’t disconnected from anything. Despite all the testing that goes on before meter firmware updates are rolled out, it would seem that problems can occur.

Yes this is correct. The meter reading on the meter has not incremented since November. It does faithfully send this same reading to the supplier each month though! The IHD also shows zero gas usage each day, given the meter is not incrementing.
