ECO3 Scheme but only 2 companies offering it?

Correct me if I'm wrong, but after reading an mse article about the eco3 scheme, if the energy companies are obliged to offer the help, then why is it only EON and EDF (existing EDF customers only) offering this scheme?

    According to Which?, more than 20 companies participate.

    Gas and electricity suppliers with more than 150,000 customers are automatically required to deliver ECO from 2020 Each obligated supplier has to contribute to a certain amount of energy efficient home improvements, based on its market share. The Big Six energy firms all provide ECO support. The following energy suppliers also have enough customers, so are obliged to participate in ECO: Avro Energy, Bristol Energy, Bulb Energy, Co-operative Energy (including Flow Energy and GB Energy), E, Ecotricity,Green Network Energy, Green Star Energy, iSupply, Octopus Energy, Ovo Energy (including Boost and Spark Energy), Pure Planet, Shell Energy, So Energy, Utility Warehouse, Utilita, and Utility Point.

    But what about the other adverts that keep popping up, for independent companies that are offering boilers for £400. How do you know they’re legit? They could sub the work out to gas safe registered people, but what guarantee is there, that they are genuine companies?

    Are you after a new boiler be very wary I applied to lots of them Scottish power edf octopus eon bulb a lot quotes crazy price for the new boiler to a point it would be just as cheap to get a plumber to install…:
    Finding  out the info and where to apply was very difficult and they all use different companies, it was painstaking 
    avoid the independents they quote ridiculous amounts stating they are giving you the grant
