    For three quid The Land Registry will provide you with what you want.

    In an interesting twist I am trying to find out who owns the Rugby Central Shopping Centre. It seems that matters of "National Security" might be at stake as when I rang the contact number for Rugby Central they informed me that they can't give out any information. i.e. who they work for and who owns the company/when it was bought and sold! The centre manager, Mr Robin Swift, is always in meetings and has no direct line. The security guards, employed by Guardian, refuse to divulge and secrets although one let slip that the centre has been bought twice in the last couple of years but won't tell me the new owners!

    I believe that CT Properties owned it until about 2018 but they are now in receivership.

    London-based Karenor Partners Ltd have submitted plans to redevelop the centre in April 2022 but it is unclear if they own the site or are just the developers employed for the work?

    Mysterious! Maybe the whole shopping centre is a cover for an MI5 led counter-terrorism initiative? Or a covert interrogation centre? Or they are searching for alien life? There are some pretty big satellite dishes on the roof!
     
    I don't understand why any of that is of any interest.

    I have emailed that address for Rugby Central.

    I am curious as to who is the owner of the site as, ultimately, is it not them that is responsible for how the site operates?

    i.e. a letter of authority giving a third party responsibility for managing parking would have to be signed by the land owner, would it not? Or, in the case of a company owning the site, the Directors of the company?

    Nope, often it's done by the property agent. That's why we say complain to them. They can cancel PCNs in minutes.

    Reply received a couple of days ago to the request to Robin Swift at Rugby Central to cancel the PCN.
    From someone called Janis Effer, Client Services Director for a Marketing Company called Destination. What they have to do with it I don't know?

    How about this?

    Dear Miss Heffer,

    Thank you for your email.

    I addressed my email to the Centre Manager at Rugby Central Shopping Centre.
    As you appear to work for a marketing company I am not sure what your involvement would be or why you would be replying to emails concerning legal matters involving the Shopping Centre. Unless you or your company also happen to own a portfolio of properties that includes Rugby Central? If you are the owners of the site or lawfully authorised to administer the site (i.e. the property agent)  on the owner's behalf then please make this clear so I know where to address any future correspondence. If you are not I should be grateful if you could provide me with the name of the owners/property agents.

    My friend sent this email to Gladstones:

    Dear Sirs,
    I have recently received a Letter Before Claim from you relating to a Parking Charge Notice. No. XXXXXX
    I am emailing you to let you know that I am therefore seeking debt advice and seeking legal counsel and that I deny any debt and the case must be put 'on hold' for no less than 30 days from the date of this email, under the PAP for debt claims 2017.
    I have sent your client, Defence Systems Ltd t/a Park Watch, a Subject Access Request and I am waiting to hear back from them.

    Further to previous correspondence in this matter, we confirm our instruction pertaining to PCN XXXXX  has been withdrawn and our file is now closed.

    ...unless Defence Systems Ltd t/a Park Watch have not cancelled it and might just have decided to drop Gladstones snd use another Roboclaim firm to gaslight your friend again in the coming months.

    Keep all the paperwork. See if they reply to your friend's SAR first.

    By the way, don't disappear just yet!  We need you to be here.

    All this court threats and LBC harassment and adding a false 'DRA fee' layer that was never incurred, is partly a way to gaslight and intimidate people into paying more, and partly it funds the 'race to court' roboclaim culture.

    Both of which must end.

    And that's what we want you - AND YOUR FRIEND (please) two separate responses doubles the effect - to tell the Government. As we will (again...this will be the 3rd and final Public Consultation)!


    IMPORTANT - IF YOU WANT TO CHANGE THE LAW ON THIS:

    Read it if you/your friend didn't know the Govt very nearly got a statutory ban on DRA +£70 extortion over the line, and lower parking charge levels, but the moneymen have temporarily blocked it last month, and threw their toys out the pram.

    We need high numbers of genuine victim respondents to unblock it again.
