According to the defendent, who may well be lying.
Anyway, even if they have, so what?
It makes precisely zero difference to the claim against the vendor. It isn't even part of your claim against the vendor.
Yes, it's possibly a GDPR breach - albeit impossible to prove.
What would I do? Make a mental note never to use that garage again (if you haven't already), and move on with life.
If you really feel like it, then report them to the ICO's office.

But they won't ever get round to doing anything about it, because it's trivial, unprovable, and - like the rest of the mildly-inconvenient-to-this-government public sector - they are under-funded, under-resourced, and have a lot of far bigger things on their plate.
Pick your battles. Get the claim against the vendor out of the way, and save your blood pressure for important things in life. Gawd knows there's enough of them currently.0
