Looking for any information from anyone who has successfully appealed a proposal to change their council tax band in Scotland. In particular, how to win the appeal against the 6 months time limit!

You won't. Not unless you can get the actual legislation overturned.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Why do we hear so many success stories of rebanding in England yet even with all the evidence and support of MSP the valuation board stick to the 6 month rule and just won't budge. It is so unfair when you know each month you are paying way over the odds, much more than the majority of houses in the same road, and particularly next door.

The 6 month rule is stuck to in Scotland for formal appeals as it is in England.

The VOA are however able to look at properties outside of formal appeals as part of their duty to maintain the accuracy of the list. These cases have no formal appeal route so if they reject the proposal you have no valid appeal. I don't deal much with banding for Scotland so I don't know if they take informal proposals or not.
