Fine recieved in post, but not recorded

I have recently recieved private parking penalty demand through the post, threatening not to ignore or further action will be taken. My question, for the parking company to proceed with legal action would they not require there to be a record that I have recieved their notice? The penalty notice was recieved through normal mail so not recorded..

    Please go to the NEWBIE sticky (first page of the forum) and read it through until you understand it, (it is a long read and a lot to take in) then, if you have any specific questions, come back and ask them.  Meantime, who is the PPC, where did this occur, supermarket/pub/restaurant/retail area?
    Anything posted First Class, is deemed delivered two days later.

    Clutching at straws.

    It's not a penalty , it's a Parking Charge Notice , a PCN , an invoice

    No they don't , all they have to do is post it by mail , it's deemed delivered 2 days later 

    Read the post by Johnnersh where there is a link to the court ruling that tells you the criteria

    You haven't told us which PPC it is or what happened when you complained (not just appealed) as [er PLAN A in the NEWBIES thread.

    As above it's not a fine or a penalty it's a scam invoice, these are not from an authority they are a get rich quick bunch of nasty nomarks .
    Don't expect any fair play from them in any part of the process you are now hooked in to.

    It js neither a fine nor a penalty, it is a demand for monetary compensation fot the alleged damage you caused a scammer when you allegedly breached a daft  one sided contract.  Please read the newbies and complain to your MP.
    You never know how far you can go until you go too far.
