By the way, I've turned the underfloor heating back on since Wednesday, and since then the usage has gone done from 25 kWh to 21 kWh. This makes absolutely no sense at all.

I wonder if the district heating people have got the meters mixed up. It happens from time to time with electricity and gas.
If it sticks, force it.

I'm not familiar with District Heating, but there must surely be a meter on or immediately adjacent to the property.
