Is this caulking along the the top of the stringer edge where it meets the wall? Whatever, it looks like it is chipping and cracking. How best might I fix this and repaint and what tools/materials would I need and what grade,or size, or ..?
Here's some distant and macro cam shots:

Yes, caulking is the simplest way. Remove everything that falls apart first and sand the wooden part to make it smooth.
However, if the wooden part isn't fixed properly and keeps moving, cracks can appear again even with  flexible caulk.

I am not sure what you mean by 'edge'.
If it's the top side, then just cover the carpet with plastic sheet (or piece of carboard/plywood - and move it along in the process).
Yes, you can stick the plastic sheet into the gap between the carpet and the wood or bend it up and fix to the wood with masking tape.

sorry @grumbler , I started a new thread for this as it wasn't connected to this thread and I was of the belief that members should not be posting different questions/topics in one thread. confused.com !!
anyway, no, I refer to the wood at each side. I do not know what the trade name is, but imagine looking up the carpeted stairs, each side on left and right of the carpet is painted wood - white in our case - going up on a diagonal. Here in this pic it is brown wood (stained?) the red arrows - but it is on both sides

I've never painted close to the carpet, but if needed, I'd cover the  carpet with a plastic sheet and then use a small brush and a plastering trowel
    Forge Steel Plastering Trowel 11 x 4
the latter I'd stick vertically into the gap between the carpet and the wood and then open the gap thus giving access for the brush.
