There are no perfect conductors and no perfect insulators. So whilst air is an insulator if there is an insufficient air gap then current can still flow. The higher the voltage, the more likely this is to occur.Or other faults could have an impedance which isn't zero impedance, e.g. with what we used to call indirect contact (but now termed fault protection). Or consider a fault through an element.0
