Corrected. Although it was not misleading at the time of posting as it was not clear what the RBS policy was, and their website is not very clear either. 

I don't know what the original title was but it's now misleading in another way!
 I registered for the RBS app but find I can still buy things online without involving RBS at all

It would appear it is only triggered for certain purchases. Everyone I tried it asked.

The first sentence bears no relation whatsoever to the point you quoted.
The second sentence is completely unintelligible.
