Garden room in Scotland

Hi
I want to build a garden room and attach it to the house.
I know a building warrant is required to knock through the house wall for the door that would connect them but if that door is an exterior door would the garden room (no plumbing, no sleeping) also require a building warrant? 
I have tried reading the guidance but it’s not very clear. 
If it did need a building warrant, at what stages does it get checked / approved if the builders just take it to wind and watertight?
Im just trying to work out what’s needed and what I could do myself before I start asking builders for quotes. 
Thanks for any help.
( I don’t think planning is needed as it would be permitted development)
