Paypal unauthorised transaction using Paypal Debit Mastercard

I have been trying to resolve an issue with Paypal since 7th December.  6 unauthorised transactions were made using my Paypal Debit Mastercard.  I reported immediately and the cases were opened in the resolution centre.  These were then closed with the message "We found that this transaction was unauthorised and is eligible for PayPal's Buyer Protection. Thanks for helping to make the PayPal community more secure. We've initiated a refund for this transaction and reissued your PayPal debit card. You'll receive the new debit card within 10 working days".  The next day Paypal reopened 5 of the cases with no explanation.  I am still waiting for the refunds and for the new card.  Paypal made the payments despite me telling them they had not been authorised by me and that has left my account with a negative balance.  I have called several times but can only speak to collections who cannot help me.  I have been told on two separate occasions that the refunds would be made within 72 hours and still nothing.  I am being continually chased by Paypal to restore my balance but not only am I not in a financial position to make this payment, but  Paypal owe me the refunds. The terms of their mastercard agreement are quite clear as well. for some reason two transactions have been refunded but not all but all cases remain open.   Does anyone know how I can speak to someone at Paypal who will address the issue - every time I call the only dept I can speak to is collections.  The number on the back of my card is not accepting incoming calls either.  I have raised a complaint but Paypal closed the complaint because "It appears that a PayPal team member helped you with your questions and so was able to provide a resolution".  They did not address any of the questions I raised in my complaint or resolve the issue in anyway.  Hoping someone might know what I can do to resolve this.  thanks
