Council responsibility

Hope everyone is keeping safe in this pandemic.. anyways, When the bin men collect your wheelie bins should they return it to the same spot where they collected it? The reason why i am asking is because there is one bin man in our area who after collection always leaves my neighbour’s bin on a slope too close in front of where i park my car despite my kind neighbour putting out his wheelie bin on a flatter area up the slope away from my car and together with another neighbours wheelie bin. The bins had fallen over my car a few times and in some instances had scratched my car.
i tried speaking to this guy and asked him to return the bins where he collected them from as he collects and returns another set of bins from the same spot anyways but his reply was that i should not park my car on the street and that he can leave the neighbour’s bin anywhere he wants to as long as it is within the neighbour’s boundary line (even it poses a risk of damaging other people’s property)?
Any suggestions of any other action i can do?

    Park your car elsewhere on bin day?   Run out as soon as you see the bin and put it away properly?
    You could make a complaint to the council but it risks getting this particular guy's back up even further.
    We don't even get the bins back on our property - they go out onto the pavement and re-appear anywhere within 6 feet of where they started.
    I need to think of something new here...

    Well i have been doing the running out and putting the neighbour’s bin back to where they leave it (kerb)  for a year now since this new bin man started .. funny enough all of our neighbours get their bins where they would normally leave them  on the kerb side.. its only my bins he places on the lower slope in front of my car after collecting it from behind my neighbour’s car parked higher up the slope together with other bins..if it was in a flat surface even if my bins were far away i would just happily collect them.. like i mentioned , i have had my previous car repaired for dents and scratches due to the bin falling over..
    other bin men returns them where they get them from (kerb side) and not on this slope..
    I wish i could park somewhere but this is a designated/allocated parking space in front of our property which is by the end of a slope where there is a small road leading to an incline for access to some private garages . By the time i arrive at night after working a long shift from the hospital i have no choice but to use it.
    i wish i would have all day and just sit around to wait and move my car and run after the bins during collection day.. 
    its either i see the bin fallen over on my car before i go to work or when the wife works an early shift and we wait for the collection lorry to leave before i drive her to work then i always see the same man doing this..
    I have shown him a few photos of the bin fallen over my current and previous car but he did not say anything.. i will wait next collection time and see if he does it again.. then i will try to speak to the council..

    Can you get a blanket and put it over your car (using the bonnet to hold it) on bin day?

    Which bin is it , yours or your neighbours? If yours maybe he is trying to be helpful and returning it to  nearer your house.

    Just wanted to say, you need to do an online complaint form to your council. Include photos as evidence.  They will sort it out for you. If unhappy you can then escalate your complaint.

    Yep complain to the council, tell them of the damage to your car and demand an insurance form to claim from them. Even if you don’t get repairs covered, they’ll soon have a word with the guy and put him in his place. It’s a customer service job, and he’s got a responsibility to respect the customer. If you’ve spoken politely and friendly to him and he’s being unreasonable (that’s the disclaimer!) then he maybe needs a boot up the jacksie from the powers that be.

    Where I used to live you could need binoculars to identify where your bin had been left. 
    However they were generally good - they didn't fuss about bins being over full for example.
