If when he has changed suppliers it would not normally be the case that the meters themselves would be changed.annegler said:

Has he actually had any bills ? If so are those based on ACTUAL rather than ESTIMATED readings.
Just because the meters were originally Smart it doesn't mean that they still are and the process relies on your son reading the meters at least monthly otherwise the supplier is just guessing - sometimes too high, sometimes too low.Never pay on an estimated bill. Always read and understand your bill0
