How do I get verified by Experian

I have moved around quite a bit over the last few years, I never stay
longer than 1 - 1 and half years at an address.  I have not had any
credit for about 10 years, I tried not to have credit cards or loans.
Last year I tried to register with Experian to try and build my credit
score.  They had problems verifying me and asked me for a proof of ID
and proof of address.  I sent them both but still they were not able
to verify me.  When I asked them what I can do to get verified, they
said I should try and get a loan or credit card but turns out because
I am not verified with Experian, no one not even the places that
offers credit to low scorers wants to give me credit and I believe
that it is because I cannot get verified by Experian.  If I don't have
an experian account, I cant find out my credit score and if they can't
verify me as a person then no one will be able to give me credit
because I don't feature anywhere.  How can I move forward on this?

    Well the good news is a credit score is pretty much meaningless anyway, so that`s not a problem.
    In order for the CRA`s to identify you, you need at least 3 years stable address history, and you must be on the electoral role.
    Do you pay your utilities from a bank account ? if not do so, it all helps build up history.

    You don't need 3 years address history to get your credit files, although it does help. It took me a few months to get access to mine after I first moved to the UK, but definitely hadn't been living in the country for more than 6 months or so. I had to send off ID but in my case that solved the issue, so I don't know what might be going on here. Have you had similar issues requesting copies of your files from Equifax or TransUnion?

    It sounds like the issue boils down to having a thin/non-existent credit file to match you to. Do you have any bank accounts, utilitiy accounts, phone contracts or the like that would be reported to the CRAs? Are you registered on the ER? Do you update your addresses each time you move home? (assuming you have details to update). All these things can help the CRAs keep track of you and help to build up your files.
