I need to upload a self published book to an online publisher. I though need to custom resize the physical size of the PDF (not file size) to have it accepted.
What free PDF editors can you recommend to do this simple task? I've been through hell and back trying to find something that will work including online editors which failed.

I needed to do this with a book that I had written using MS-Word. Ultimately, what worked best was to adjust the page sizes in Word and then print to the Microsoft Print to PDF printer, and avoid editing the PDF at all. Has the publisher given you a specification for what you need to deliver, and what software did you use to write the book?

Sign up for a week's free trial of Adobe CC, then use Acrobat DC to make the required changes. Or find a local graphic designer and pay them to resize the document using their software.
MS Word really is not designed for self publishing to a professional standard, if you are doing any more then you need proper DTP software.No free lunch, and no free laptop1 -

The easiest way to write a pdf from MS Word document is to use.
File -> Save as, then chose the pdf option
This works with all supported (by MS) versions of Word.You will then get prompted for the file name to save it as.
