What is causing this and how to fix it?

Its the plasterboard join between the wall and ceiling so presumably is some sort of tape, what is causing it and how can I fix it? Once it starts to crack and  open up it continues to spread. The wall is wallpapered and the ceiling just painted. The colours have not come out right in the photo

    It looks like the walls and ceiling could have been tape and fill rather than plastered. The tape comes away if not enough filler was used. You might be able to get some more under the tape, and then put more coats on top. Finish with a light sanding 120 grit.

    Looks like there is a bit of a gap there... Can you insert a thin knife blade in to the gap (may be 12mm deep) ?
    If there is a gap, I'd get a cartridge of filler and mastic gun. Run a scraper along the crack (a flat blade screwdriver perhaps), and pump the filler in making sure the nozzle is right in the gap. Smooth off with a filling knife/blade, and sand back when dry.

    Yes the walls and ceiling are tape and fill not plaster skimmed. Why would it occur in other areas not previously affected? The house is modern but 23 years old and although that particular ceiling has been like that for some time I am sure new cracks have appeared in another ceiling that wern't there a few weeks ago

    If the tape isn't put on properly in certain places, or not covered with at least 2 coats of filler there's a fair chance it will fail in time.
