I have a parcel arriving tomorrow. I no longer need the item. If I refuse delivery, what actually happens? Do they send it back to the seller for free? Would the seller have to pay the return postage costs?

It depends on who is delivering.

You may struggle to actually refuse delivery at the moment, my postie leaves things on the windowsill, rings the bell and is off like a flash now signatures and the like aren't required.
I know there's at least one actual postperson on this board, hopefully they'll see it and weigh in. I think it's @custardy, apologies if I'm mistaken and have tagged the wrong person!1 -
The seller will still have to pay the outgoing postage and may have to pay a return fee too.
