It's just that they've already paid two-thirds of that, and are being asked if they want to walk away from it now completely, or pay the remainder.

You are of course right, but the previous £13k is already spent and written off, and gets precisely nothing except an empty space on the drive if the car goes back. (Yes there was the warm tingly feeling inside of having a new car to lovingly take care of even though it belonged to someone else......... )

If nothing else the car with that low mileage, should hopefully be worth more than the balloon payment.
