The likelihood is that this cat is the local six-dinners-Sid, and locking it out of the catflap will do it no harm whatsoever. You may get some dirty looks from a windowsill for a short while until it takes the hint.
Even if it is genuinely free-range, then it'll quickly find another sucker home.2 -

When you said you've reached an agreement do you have it in writing? Do you have pet insurance and do you have proof that the landlord will pay the lekky?1

I would make sure you get it in writing.
Also if the landlord isn't paying for pet insurance, put your gas and leccie money in a savings account to cover any vet bills.1 -
