question about new builds and help to buy

I'm currently looking at new builds at a local development. 
In the website I can see that only one of 12 properties they have listed is marked as 'help to buy'. 
Is this normal? Is there a reason they dont allow the help to buy scheme on all their properties?

    What are the prices of those not showing Help to buy as the new cap is going to be 224K

    Not marketing it as HTB doesn't mean HTB can't be used.

    December 15th last year was the deadline for applications on the old scheme. 

    All new applications are subject to regional price limits and for FTB only.
