Landlord bill for tenancy extension

I have received a bill for 'periodic tenancy extension' on the house I am currently renting, from my landlord.
The tenancy fees act 2019 infers that they can no longer charge this type of fee but the landlord states this fee dates back to previous years which they forgot to bill (I have never paid fees for renewal before so I am not 100% certain if it is in my tenency agreement but I will check).
More specifically the act states that a fee of this type is banned as of 1st June 2020 and they are not able to charge fees after this date. I cannot see anywhere in the act that relates to being able to charge these types of fees if they are applicable for previous years?
The way I read it, the wording of this type of fee being 'banned' really means what it says.
Can anyone advise further whether they are able to charge me these fees or not?

The first question is - why are you not just continuing on a periodic tenancy?

It is continuing on a periodic tenancy and the bill is for a periodic tenancy extension for previous years.

Just replay to the jerk wadd of a LL and ask if they are firmiliar with the legislation they are required by law to abide by when renting out properties, specificaly the definition of a "periodic tennacy". I really hope you have not paid any fees to extend this in the past.
