EDIT: explosives is a bad example, there is likely a storage requirement in an explosives licence, so swap them for powerful fireworks

Anyway, it illustrates my point- I think leaving a pile of throwing ammunition in view close to the footpath would be reckless negligence, you suggest it would be fine.
I want to go back to The Olden Days, when every single thing that I can think of was better.....
