structural engineers report: who is responsible?

I am in the process of purchasing a flat (top floor on 3 storey building). There are 2 other flats both owned by the freeholder.

The valuer's report has noted structural movement to the front elevation and bay window. It is now a condition of the mortgage that a structural engineers report be submitted. Of course, I could just pay £350 and get it done but....

My question is is it reasonable to invite the freeholder to commission this report not only in their capacity of being responsible for the building but also as they acutally own the flat being affect? In addition, is this report (and any works) not something they could undertake through their building insurance?

Not keen to throw good money after bad.

    Is the freeholder the current owner?

    If so, you have a fair chance, depends on how keen they are to sell.

    If not, its reasonable to ask, however dont be suprised if you get a firm no. You may have more of a chance if you negotiate with the current owners.

    I would ask - no harm in it - let us know how you do.
