Options for extension - advice/ideas

Hi all

Looking for ideas and advice. We have just moved into a new home and are considering our options for improvements in the next 12-18 months. It has an integral garage that we definitely want to convert to a playroom, and we would potentially like to extend above it to add a 4th bedroom.

 The external garage wall is 230mm thick, so I think double skin but no cavity. My question is if we were to extend above, would we need a new block skin built to create a cavity wall inside the garage or could we build on the current wall and then have an insulated stud wall inside on the 1st floor?

There are a few houses on the street with similar work, including next door. Looking at their plans on the planning portal it looks like they haven't created cavity walls, however they were done some time ago and so regs may have moved on. 8
