Possibility of getting a refund on a practical college course

I enrolled on a hairdressing college course Sept 19-June 2020 (Level 2 VRQ). The first Covid19 lockdown meant that we had to learn from home, and support was useless. We left this course feeling like we had learned barely anything . The lecturer passed us (no idea how) which enabled us to enrol on the (level 3 course VRQ) . Sept 20-June 2021.
 This course is approximately £1600-£2000 (depending on the extra equipment you may need-or have already) Obviously now, (due to no-ones fault!) We are going to miss out on more practical work time-do you think we can get a refund, or the opportunity do do the course again (without paying again)?  Who can I make a case to?
