Online purchase of less than £100 - item has not been delivered

I know the Section 75 applies on purchases of £100 or more, but mine was less than £9.
Yes it's a small sum, but I still would like to get it back. After all, we are money savers.
Can I raise a dispute with Amex? How likely it is they will redund this?
The purchase was made on 28th November. Still not delivered so I assume it will never arrive.

Ask Amex to do a chargeback, not S75.1

As suggested by @jsmith9 - chargeback is the way forward.
Amex CS were excellent when I submitted a chargeback against Ryanair last year and were pain-free.2 -

The seller would would see that you had done a chargeback, and probably chase you for the money.
It would be up to your morality to decide what you do next, for example...
- repay them the £9
- keep the £9, because you believe it's compensation for the hassle they have caused you
- keep the £9, because you'll probably get away with it
TBH, if you refused to pay, I doubt they'd make a court claim against you for £9. But I guess they might do something like 'blacklist' you, and refuse future orders from you.
