Yep - as your solicitor says, it's a standard clause in most leases.
In these circumstances, the law says that the freeholder/landlord cannot unreasonably refuse consent for alterations.
But you'd probably have to pay a fee to cover the freeholder's/landlord's time spent reviewing your request (plus any costs they incur).
But things like replacing a tap, bath, door, carpet, light fitting etc would be maintenance, rather than alterations, so they shouldn't require consent.
