A freeholder isn't required by law to complete an LPE1.
But most freeholders will, if they are paid for their time and effort (or perhaps offered a 'bonus' for doing so.)

There are two joint owners of the freehold. Presumably either one of them is just as capable of completing the LPE1 as the other...?
There is no legal requirement to have a signed LPE1 to exchange or complete on the purchase. Your solicitor may advise your lender that it's required, though.0 -
There's no legal requirement to provide the form. They can just refuse to respond.I think I previously advised that I would run a mile from this place, you will have a nightmare dealing with this person if you do buy it! I can imagine getting into disputes over the simplest issues and that might make it difficult to sell on again as you will be required to disclose any neighbour issues/disputes.......2

If you want - you can buy the property, without having an LPE1.
However, if this is a 'share of freehold', it seems you would become the joint owner of a freehold property with a very difficult, unreasonable, uncooperative person.
Do you want to jointly own a property with a a very difficult, unreasonable, uncooperative person?
You'll have to cooperate with your joint owner over getting the roof repaired, or the windows painted, or the buildings insurance renewed. Will they be equally difficult, unreasonable and uncooperative over those things as well? Will every tiny building repair become a big fight?

You are waiting on A. They have provided all the information, but not signed the form. They are being awkward.
So why can't B sign the form? Why couldn't B complete the form in the first place? Why is A somehow a better - let alone the only - person to do it?0 -

B is the vendor of the flat and has a vested interest in the sale so presumably the Solicitor (on behalf of the Lender) would not accept B signature, but it would be worth checking if the OP is insistent on buying.AdrianC said:
