There is the well publicised, but strangely elusive £30,000 motorcycle case, but my friends google & duckduckgo can't find any actual evidence of people having to re-reimburse their insurer, just a couple of threads from people worried they might have to, with no conclusion.

There is usually no admin. charge for changing the insurance over to another car if the insurance group of the new car is no higher than that of the old car.   The unusualness of private person selling a car and then not getting the insurance transferred could be a reason for a charge.  Perhaps further checks with authorities are required?

It's a cancellation charge. Not at all unusual.
BTW which "authorities" do you have in mind.

    Depends entirely on the insurer.
