Depends on your supplier
It's on the DCC list for updatesEx forum ambassador

There is no upgrade as such planned. The plan is for the DCC to ‘adopt and enrol’ these meters into the DCC infrastructure via a dedicated portal. This will allow consumers to switch suppliers without the meter becoming ‘dumb’.0

I suspect that it's only going to happen when or if a supplier requests it. I'm not aware of a blanket upgrade/enrollment plan to pickup every dumb meter irrespective of who the supplier is.
There might be in the future but I cant see that there's any real incentive to just do it at the moment unless someone is will to pay for it.
This appears to be the plan (if you really think there's is one)
"For the migration of dormant meters (meters not giving automatic readings) the DCC will play the lead role in managing the migration. For active meters, the consumer’s energy supplier has key role in supporting the migration, which the DCC will help manage. It will be the energy supplier setting the date, contacting customers if necessary, and ensuring all billings are in order".
So if you meter is still active it will (may) get enrolled when the supplier requests it. If its dormant then it's when the DCC get around to doing it.Never under estimate the power of stupid people in large numbers0
