I have to travel to Galway next week and wonder if anyone knows of Hotels open for essential business users?

Thats not strictly true.

The Irish goverment allows for "essential supply chain workers" to enter into Ireland, however they would still need to isolate on arrival

The main issue is going to be getting there in the first place as the majority of flights into Ireland from the UK have been cancelled for obvious reasons.

Re your hotel i spent 3 months working in Belfast during their lockdown and the way i managed with the hotels, as lots were shut was to the find one or two i wanted then drop them an email to check they were open, on each occasion I was asked to provide a letter from my employer why i was in NI however i had lots of id on me anyway which made them realise i was not there for a holiday.
