Colchester General Hospital (Essex) CCP PCN

Good Morning,
I recently took my wife for a Blood Test at the Early Pregnancy Unit at Colchester General Hospital.
I drooped her off at the door of the unit and waited by the roadside until her return and then left. I was unaware that waiting at the roadside constituted 'parking' and I was careful not to take up any staff bays, despite most being empty at the time.
The general signage at the entrance to the area is somewhat confusing, (Google) image attached!
I have attached copies of the PCN and would be grateful for any specific advice in this instance (I have read the general advice shown on the various forum posts but I feel this situation may be slightly different).

It will be nothing to do with waiting at the roadside, more that there was a maximum stay period, or a requirement to enter a VRM somewhere in the process. The NtK is gloriously deficient in describing the contravention.You must now follow the NEWBIES FAQ sticky, first post, by initially engaging with PALS (Google it if you don't recognise the acronym) and getting them to help. Thereafter, it's appeal to CPP using the blue text template.For future reference you need to obtain your own photographs of the signage on site - well-focused enough to read its contents - the purported contract between the PPC and the motorist.I was unaware that waiting at the roadside constituted 'parkingUrban myth, mainly propounded by those caught out by private parking operators, or by Bob the Gob down the pub!Please note, we are not a legal advice forum. You were there for 37 minutes, what else could it be. Personally, I would pay the £35 as I think that you might struggle in court.

There was a recent court report on here where a judge made remarks about waiting time , that same judge would probably believe that 37 minutes is parking , not waiting , whereas 5 to 10 minutes is waiting !!
Plan A is the best option here , because if CPP complied with POFA I cannot see a win on appeal , or at Popla , or in court
So complain to PALS and hope for leniency , because most people will believe the OP has failed the parking contract and would need a Mr Loophole Freeman win on a legal technical issue

I apologise for posting prematurely, I will pay the £35.00 as advised however, I was more interested to get an opinion on the specifics of when a road around the Hospital becomes a parking area and subject to the CPP Ts & Cs? There are no barriers and the main sign, as per the photograph, is vague at best which was more to do with why I mentioned waiting/parking, I wouldn't look to that as an excuse of course.

The problem is that ANPR cameras never actually monitor parking per se, they cannot. They measure the length of time spent on site. It's anomalous, but it's how it is. By comparison, local authorities are not allowed to use ANPR cameras to manage parking. Read that Court report I mentioned too (don't just stay on your own thread)
If you want an opinion of a learned judge , let them issue you a court case within 6 years , where the judgment will reflect it
The cameras are monitoring time on site , not the parking bays, not the private roads either2 -
Might be an idea to take down (if you can) the picture of the NTK it has your name and VRM. If you cannot edit your own post, contact a board guide (Savvy or Soolin) and ask one of them to delete the picture.4
