Circular Window draft insulation help

Just wondering if any Handy Andy's on here have suggestions on what we can do to insulate a downstairs circular WC window (approx 40cm diameter). We've had to put up with the cold draft and mould stains every winter and there must be something that can be done?

Even if you seal it and stop the draughts, this won't stop the mould growing.

Install a fan in the room & seal the window up ??

Do you need it to open ? personally I would rip that out and install a rated upvc window double glazed . I'm one for conservation but its beyond a decent repair .

Clean and treat the area with something to stop the mold regrowing. Anti mold paint on the window cut out to the flat surface of the wall, no need to do the whole wall. Depending on the gap between the opener and frame either foam draft excluder or, if the window is never opened, rolled clear plastic bags in the gap.Removing any condensation every morning might reduce the problem.0

Thanks all. The window is never open (I only did it for illustration) but even when shut, the frame and glass is very cold to touch.
I never considered foam draft excluder (won't it look a bit unsightly?). The rolled clear plastic bags in the gap is an interesting idea? Any other tips for 'sealing'?0 -

It's never open as it's a security risk as it's at ground level and the toilet isn't actually used that much. I've put the foam in and will see how this goes.0
