Masonry bee holes?

I noticed an area of brickwork that needs repointing. Are the holes from masonry bees? There's lots of them but only down this one strip of wall.

Could be where the line pins were knocked in to run in the brickwork for an extension.1

If there are others elsewhere it might be bees.
