We can get a free test here in Solihull if you have no symptoms. I was under the impression that all tier 3 areas were offering them.
I'm in tier 4 and the only people who can get a free test without symptoms are selected key workers. Certain regions, like Liverpool, were selected for mass testing but as almost all of England is now in either tier 3 or 4, it's certainly not the case that almost anyone in England can get a free test without symptoms.
