This will turn into a DM crusade I expect and is bound to be cancelled eventually. I only hope people don't raise money to pay the charge before it gets to court.

Absolutely. I was horrified when I saw the suggestion - as if this was a statutory penalty the good lady was required by law to pay. This is not a fine ... and it is not journalism, either, This is from the Daily Mail Online edition, which specialises in 'churnalism' and clickbait.
The article originally appeared in the Newbury Weekly News: Thatcham motorist fined while trying to save dying man - Newbury Weekly News (newburytoday.co.uk) and has basically been cut and pasted from there, no doubt appearing alongside a picture of Kim Kardashian's bum when published in the Daily Fail.
