Can credit agencies / debt collection agencies do soft searches on your report without permission

From my understanding every soft search on my report is either from my doing eligibility checks or applying for cards etc but I just wondered if credit agencies or debt collectors or anyone for that matter can just query your report to see your info without explicitly filling in some kind of form that grants them permission? Even from companies which you have existing credit agreements with?

Yes, as long as they have a legitimate interest or other legal basis.0

If they do a check it will be because you have in some way given permission - just read t&c when applying.0
