Fast pc wanted - 2nd hand ok?

A friend is after a fast, simple pc running windows 10. Would buying from ebay or similar be ok?  They’re after 16Gb of RAM, unsure on what processor (any recommendations?) and a SSD (not fussed on size as will use flash drives for documents etc)

wheres best to shop for something please?  Not fussed on type either, be it a desktop, tower, mini tower, mini or micro pc etc

    It depends on what they want a fast PC for. If it is to play the very latest video games, they will be lucky to find something that will do, but might find something that they can add a top-of-the-line graphics card to. If they want it for high-end video editing, they will be ok to by second-hand. 

    Processor-wise, only a Core i7 or i9 will do for the highest desktop processing requirements.

    I would prefer to buy from a business, you get greater protection than with a private seller. Of course many businesses do sell on eBay.
    I've bought from Tier 1 Online in the past and can suggest them, https://www.tier1online.com/ . A whole bunch of refurbished PCs, generally ex-business, and you can add upgrades like RAM and SSD.
    The latest high end Ryzen processors are just as good as Intel, perhaps better. You can look up CPUs on userbenchmark.com to get a rough idea of which ones are faster.
