Parking Fine in Edinburgh

Looking for some guidance on a parking fine issued to my daughter.
She is presently living in Scotland using my car registered in England. 
She was issued with a fine on the 16th November. She ignored in citing it was private land and she saw a report on MSE that fines cannot be enforced on Private Land in Scotland. On Christmas Eve, I received the Parking Charge Notice through the post. The notice is issued by TNC Parking Services  for a parking Company P4Parking (UK) Ltd. 
Googling the car park location, P607 South Meadows, Edinburgh, EH19 1PF, I cannot find the car park, or even the exact location of the post code.
Clearly she is 'guilty as charged'. Saw the ticket on her screen. I suspect her comment about Private Land may not be valid as the car is registered in England. All that considered I find it strange I cannot find the location of the car park.
Any value in appealing?

    The keeper's address on the V5C is irrelevant. The relevant jurisdiction is where the car was (mis)parked.

    Your daughter knows EXACTLY where she was parked when she returned to find the penalty on her windscreen, so claiming ignorance as to the location is a tad disingenuous.

    It doesn't look like the Scottish rules are massively different to those in England and Wales...

    Yes, she knows and while maybe taking an Ostrich approach, as I stated, she is guilty as charged. 

    Strange that I can't find the car park in question.

    So, in a word, time to pay up?

    That postcode doesn't exist. If it did, it would be in Bonnyrigg, Midlothian.
  • I suspected so. Google picked up on the area of EH19. This makes me want to appeal even given the clear circumstances

    Unless P4Parking are contracting for Edinburgh Council (unlikely) then she was correct in that it was not a penalty or fine, rather it was merely an invoice for an alleged breach of contractual parking terms. If the event was in Scotland then only the driver can be liable for the invoice - the registered keeper has no liability whatsoever, regardless of where the RK lives. (There was a new Transport Bill approved in Scotland which provides for keeper liability, but it hasn't yet been enacted into law).

    Take this to the Parking board (PM a board guide to move it) where you'll get much better advice. In the meantime read the NEWBIES FAQ sticky thread that is in there.

  • As I said ... the OP has no liability whatsoever ... all the parking company can do is send "scary" letters (either from themselves or a litany of debt collector companies); they won't pursue it further than that.

    Whether the OP's daughter has any liability for the charge is an entirely separate matter - perhaps she lives at that site? Or was visiting a resident? The specifics are very important and relevant - just because she had a PCN on her windscreen doesn't mean she has any liability. For example if she lives there then she may have an unfettered right to park per her lease/tenancy agreement and no private parking company could insert themselves into her legal lease/tenancy; i.e. they probably have no 3rd party rights to enforce PCNs on residents or authorised visitors.
